In July, was published the Regulation 2019/1148, which will repeal the previous Regulation 98/2013, concerning the placing on the market and use of explosives precursors.

The aim of the regulation is to establish stricter rules for the placing on the market of explosives precursors and to limit the availability to general public.

The main changes are:

  • Inclusion in the list of explosives precursors subject to restriction (Annex I) of sulfuric acid, previously subject only to signalling, and of ammonium nitrate.
  • New criteria for issuing licenses to the general public to purchase explosives precursors; the criminal record will also be checked.
  • Definition of procedures to manage the prompt reporting, within 24 hours, of suspicious transactions and theft/disappearance of explosives precursors.

The provisions of the regulation will also apply to online markets.

The new regulation shall apply from 1 February 2021.
